In order to obviate loss of time and inconvenience, that Govt. be authorized to grant Bank Orders or Orders on Agents at the current rate of Exchange without previous reference to Secretary of State.

This is simply a request that all Officers should be allowed to draw their Salaries at the current rate for the present: it would obviously be impossible to raise Local Revenue varying according to the rate of exchange, the local expenditure must be determined with regard to the local Revenue. I think the proposal should simply be negatived with a reference to Lord Carnarvon's despatch No. 82 of 18th September 1875, on which you will find more minutes bearing on the point.
